The thing that most criminals have in common with each other is that they think they are the smartest people in the room. And 99+% of the time, they never are.
"Oh, nobody will notice if I order USD $1MM of chicken wings and never serve them to the kids! What an easy way to make some money!!"
I dont know if they have a school board or not, but I would think they would be looking at the budget sheet and see it was way out of line.
