Mik is right, it’s the tone of voice. But I also think the owner’s facial expression while shaming elicits a response from the dog. Dogs do seem to read human facial expressions.
They're not looking at you because in an adversarial situation like that it would be construed as aggressive in a pack. That's not guilt, its submission. They recognize the tone and face as being admonishment.
