If they participate in an illegal activity, do they have legal exposure?

If they knew in advance that illegal activities would occur, must they report it?

If they report it, and nothing happens to prevent it, who's responsible?

Either way, it means if there was a plan to riot at the Capitol, it had to be known ahead of time.
