    Hong Kong reportedly lost 140,000 workers in the last two years.

    I am skeptical that $3.8 billion will be enough to compensate for the risk or fear that the CCP can and very likely will change the rules for Hong Kong at anytime.

          You may get people at the end of their careers who can put up with couple of years of a repressive situation for (maybe) good money.

          Or, potentially people from underdeveloped countries that see this as a significant "upgrade" from their current situation.

              I know people who've made a small fortune working in Saudi, but I think this would be different - you'd constantly be looking over your shoulder. And I doubt Hong Kong can pay as well as the Saudi's do.
