Possible, but I think it's only on the right. Also, he doesn't look Cushingoid to me.

Somewhat related and not very well, known, but Premier Kim Il Sung of DPR Korea had a similar thing on his neck. Below is one of the few pictures of it, as he was always required to be photographed from the left side to hide the vision of it.
