That part of the discussion actually revolves around the 17th Amendment, which is the election of Senators by popular vote. As much of a Convention of States would deal with limiting the power and overreach of the Feds, the guys also discussed the 17th, and whether the appointing of Senators actually brought more power to the state legislatures and henceforth the state itself.
