Maybe “number as high as it’s ever been” but I wouldn’t say the problem is as bad as it’s ever been.
It was concentrated on a few ports, in fact mostly one. Now it’s distributed over many.
As a stylized example. 100 ships outside of of one port is a much bigger problem than 20 ports, each with 6 in the queue.
