Fortune says that blame can also be placed on federal agencies whose inaction has allowed scammers to get off scot-free and big businesses for their "tacit support for robocalling.”
On July 7, the FCC announced that it is actively investigating the calls for formal legal violations. This step could mean the end of years of foot-dragging.

I think a lot of the companies that do this set up their company outside the US, so I am not sure well they will be cracked down on.
