In 2019, Congress passed the Telephone Robocall Abuse Criminal Enforcement and Deterrence (or TRACED) Act but the audio-dialing industry has been able to keep a step ahead of the law. I think a lot of the companies that do this set up their company outside the US, so I am not sure well they will be cracked down on.
