Maybe they didn't realise they'd entered the rest stop, and thought they were still on the highway?

I think I posted before that when I worked in rescue, my crew responded to an almost identical scene. The only difference was that the car rammed into/under the truck from the side. In my case, the driver was stoned and drunk. If this driver was impaired, he could have been too trashed to realize the truck was stopped, and kept on going. Result: Unstoppable force meets immovable object.
I do have a question. By the time you see firefighter's gear (see the jacket) the scene would have been un unholy mess. Something off there?

Wrecker tow cable is already on the car. Wreck has been worked. It's clean-up time.

Thank you for explaining that to me. It must be that the dozens of wrecks I attended had coincidentally left detritus of one kind or another before and during the hookup, something that never happened at any other time or place.

Just stating the obvious. The airjack is lifting the right side of the van, so as to help clear the car. The cable is on the car. If I was going to make an educated guess (how many wrecks have you hooked up and towed?), I'd say they called in a flatbed wrecker.
There is no ambulance. Maybe the person is deceased. Not unusual for the body to stay in the vehicle for a while, until the vehicle is moved to an easier spot to cut them out. There are no first responders in the pic, except for the fireman's gear...Maybe he stayed behind to cut the remains out before moving on.
Sometimes a cigar is just a cigar.
