We had a discussion about this (or a similar law) at the Old New Coffee Room. If I recall, someone commented that it was only fair that non-citizens vote for two reasons: a) The Constitution of said state specified "people," not citizens and b) They pay taxes, so they should have a say in how local government is run.

The judge was pretty emphatic in his ruling. Maybe if something similar happens in another state, a federal case may arise and this issue can be laid to rest permanently.
