This one is not likely to withstand judicial scrutiny. Like when trump tried to punish so-called “sanctuary cities”.
There really needs to be a reasonably close relationship between the purpose of the funding and the requirements placed on it.
But it does make my point about religious schools I made the other day.

I believe the point was that religious schools are unwise to take money to which strings may become attached. I don’t think that’s established. The unwise part would be allocating such money in a way that the school is entirely dependent on it.

That the government uses threats of revoking existing funding from private and state/municipal actors in order to push its political agenda is well established. You just haven’t been paying attention.
