Years ago, the college I attended was assailed by the Feds. The college did not have enough minority students.
The college responded that the student body was about 8% black and about 4% other minorities (mostly hispanic) The college showed the efforts they had made to recruit minorities and many of the minority students were on full scholarship. The problem was recruiting students who met the minimum entrance standards.
Besides, the college took no Federal money.
To which the Feds replied that while it was true the college took no Federal funds, a large portion of the student body had government-backed student loans. It would be a shame if we had to pull those loan guarantees for your fine institution.
And that's how the college created a program that allowed students who did not meet standards to attend. Most of those guys didn't last two semesters.
But after the numbers hit the level the Feds desired, they were happy.
