Bipartisan Innovation Act

Biden was here yesterday, hawking this bill to "supercharge" semiconductor manufacturing research domestically, saying 'pass the damn bill.'. I have not done extensive searches, but all I can find out is what the intent of the bill is, not how it purports to get there.

Anybody have the Cliff's Notes version on this?
