I think it may be. I believe the previous incursion was a Ukrainian air defence missile that went astray. There have however been a couple of Russian missiles that struck Romanian territory.

The Main Directorate of Intelligence of the Ministry of Defense of Ukraine informs about the receipt of 100 gigabytes of classified data from the Russian company "Special Technology Center" ("STC").This Russian company has been under sanctions since 2016. Its facilities produce military equipment and machinery used by the Russian army in the war against Ukraine.
In particular, "Orlan" UAVs of various modifications, a whole range of radio-electronic warfare and intelligence equipment, and other military products are manufactured at the "STC".
The array of information transferred to the GUR of the Ministry of Defense of Ukraine contains documentation for 194 nomenclature units: drawings, specifications, patents, software, etc. - it is about both existing and promising military developments.
According to preliminary estimates, the value of the obtained data may amount to 1.5 billion dollars.
This is a significant blow to terrorist Moscow: the specified archive is already being used to strengthen Ukraine's defense capabilities and weaken the aggressor state.
It was possible to obtain closed information of one of the critically important enterprises of the Military Industry of the Russian Federation thanks to effective interaction with patriotic representatives of civil society and the media community.

Announcement does not indicate when this intelligence was obtained. I suspect it was months ago and is only now being released to boost public morale.
