However, since Yeltsin agreed that the Russian Federation would assume all sovereign debt owed by the defunct USSR, it was agreed to by all the former Soviet republics including Ukraine, and the other permanent members of the UNSC, that the Russian Federation would take over the USSR’s seat at the UN.
Afraid it’s a pointless non starter to go down this road.

This feels like an adverse possession type situation. They’ve been there long enough that the initial conditions don’t matter.
