Is there a recent example of pacifying a citizenry without absolutely crushing them with a bombing / siege campaign?

Even with bombing - most places are pretty hard to hold.

David Petraeus appeared on some show talking about that. He said that it's pretty easy to hold, IF the citizenry is with you. And he said that, for the most part, the Iraqis were.
