FedEx and UPS will not deliver anywhere. The USPS does.

That would have to be carefully planned and regulated. Given the current state of the USPS I have my doubts about whether that could be done effectively without turning the carriers into a de facto federal agency.
Other problems I can imagine is what if the carriers, one or all, decide that business is not profitable enough and they discontinue it?
The USPS is going through the same sea change as so many industries in ever changing technology. Let them wade through it and see what comes out the other side. The alternative is killing 600,000 good jobs and replacing them with Walmart-level ones.

People think USPS guys start at $60k/yr. They don't. Those contracts changed years ago.
A starting letter carrier makes about $3/ he more than Walmart.
