I should remind one and all that I am a maker of cannons and can legally sell one to your 6th grader if the mood strikes me.

I have a couple in stock right now that chamber golf balls and will shoot one though both sides of a junk refrigerator, and my normal method of shipping is USPS priority and NO FFL required.

On the other hand, I never WOULD sell one to a minor or anybody who seemed likely to blow his head off with it. A reasonable measure of responsibility is all that is required to make them pretty safe, indeed, and lots of fun. Some mistakes are very easy to make, however, and the most common one I have observed is sitting the cannon on a truck tail gate and then walking back and forth past the muzzle instead of taking those extra steps to get to the other side via a trip past the FRONT truck bumper.
