the prospective voter must pass a basic, multiple choice test on how the Federal government functions. Stuff like the three branches of government, what does SCOTUS do, etc.

Hell... there's probably millions of natural born Americans that could not pass the test that is given to BECOME an American citizen.

What could possibly go wrong with that plan?

The potential problem with only allowing people who are educated to vote, is when somebody a lot more educated than you are starts making the decisions....
