          The tweet chain was from a week before Halloween. It is possible to that there have been improvements since then.

          However, two weeks ago there were still a high number of ships waiting off the shoreline of San Diego and weren’t getting counted in their numbers. Claiming success at this point is like pointing at the weekend drop in Covid numbers and claiming we’re winning!
