I'm guessing this was a massive and stupid over-reaction on the part of some of the more puritanically liberal members of the university, but you never know.
The fact that 'puritanically liberal' isn't an oxymoron is highly depressing.

The article linked in the opening post has this statement:
"SLU officials claimed that due to the disciplinary status of the College Republicans chapter, the student organization could not post any promotional materials on-or-off campus."
So it looks like it's the "College Republican chapter" in SLU was already in some special "disciplinary status" that prohibits them from posting promotional material, and this student, a member of the chapter, was posting promotional material for the chapter, leading to the incident being discussed in this thread.

A lot of these problems would go away if they lowered the drinking age to 18.
