So...If there is no FISA warrant, there is only ONE person in government who can do this surveillance legally.

According to the FISA Rules and Regs ..... There is only one person that can order "Electronic Surveillance" without a warrant ..... As stated .... "... The President may authorize, through the Attorney General, electronic surveillance without a court order for the period of one year."
