Also, heard from a nurse friend in a hot zone that if you test positive, that’s a plus one. When you are retested a week later to see if you are clear and the test comes back as positive again then that’s another plus one and you can have as many as 3-4 total case counts coming back to 1 patient.

That’s a problem with testing counts not case counts. Many states are tracking samples tested instead of patients. But positive cases are tracked at the individual level since the follow them through to resolution.
For that reason I’ve never put much faith in the Covid tracking project test data. Too many inconsistencies in how different jurisdictions track things.
