In other words they want to make it easier for illegals to send money home. And to have an idea who they are.
Not necessarily opposed to this. But to say it will give 'access to the banking system' is misleading. If you have any money to put in it you can get access.
Check cashing is not a bad idea as the poor can have problems with this. If it prevents them from the predatory businesses that are out there it could be a good thing.

President Joe Biden’s budget includes a provision that provides billions of dollars in cash to illegal aliens with children.
The $3.5 trillion reconciliation bill extends the Child Tax Credit to anyone in the United States who provides an Individual Taxpayer Identification Number, overturning a crucial safeguard against fraud. Federal law required a valid Social Security number to receive the cash transfer from the federal government. The potential payout for illegal immigrants is massive, with each family receiving a monthly payment of $250 to $300 per child.
A survey from the Pew Research Center found that roughly 675,000 children are not eligible for a Social Security number, making the tax credit expansion for illegal aliens cost between $2.025 billion to $2.43 billion a year. Other estimates put the total number of illegal children residing in the United States at more than 800,000.
Not a social security number, which you must be a citizen to have (supposedly), but a much less secure, easier ID.
I wonder who'll take advantage of this.

I think we need to pass a Constitutional Amendment, that no Congressional Bill may exceed 25 pages in length, except for one major fiscal bill per year. And without at least a super majority of 66%, no bill can be voted upon until members of Congress have had 15 working days to review it.

Something needs to be done to prevent this chicanery. Even good ideas and necessary bills become bad things.

Aliens with lawful status can also get social security numbers, e.g., students with F1 visas, workers with H1B visas, legal permanent residents, etc.
