Seems kind of hard to believe he would phrase it that way unless there’s a rather large backstory the sources didn’t want to discuss. I mean, really, how hard is it to say ‘I can’t spare more than the 50k, we don’t have enough for the people who are treating Covid patients every hour of the day.’

Absolutely, without a backstory I won't fall for how the article paints the picture. Well, other than I'll say, "oooooooooooh -- she said a bad word and mean words" so she should be fired, hung, publicly humiliated, etc. How offensive!!
On the other hand, she might well deserve to be booted out of her position, literally and figuratively.
