I agree.
When I was a young lad, anything on the beach was a camp or it was a cinderblock motel or a multistory building capable of withstanding high winds and water.
Personally, I don't think an insurance policy should be written for anything a ten or twelve-foot storm surge will flood. Sandy was around fifteen, Katrina was twenty-eight. Those are unusual, and flooded areas that are rarely flooded.
