I think the Taliban suggested such before Blinken weighed in.
Not that it’s credible but on the other hand why would anyone believe anything Blinken says at this point? I think his sources of info are worse than the farmers almanac.

As a scholar of history, he knows that "decimate" actually means "reduce by 10%".
