Look at the Delta variant and children. As people recognize that children can get the disease, they start to rethink vaccination ages and they rethink their own status. If TPTB hadn't blown their truth wad on semi-speculation, people would believe them when they said that as many as 20% of Delta infections in some places affected people less than 18 years-old.
That's just one example.
Yes, everyone—especially here—was completely willing to give Joe Biden and his administration the benefit of the doubt, but then they went and lied their asses completely off about the Delta numbers and that's what caused everyone to turn their backs on them. That checks out.

And here's the nasty Truth. Even if you got 80% or more, the vaccine is ephemeral. Sisyphus is gonna be pushing this boulder up the hill a long time. Now, if you want to get your panties in a twist about who is, or isn't in the White House, be my guest. But that doesn't get the hay baled.
The Administration, any administration needs a clear, concise, truthful message. After that, you pretty much get what you get for awhile, then as people trust you and see the effectiveness of the policy you get more.

Agree with everything you said but either the vaccines help or not in hospitals being overwhelmed and deaths. While we work on trust issues do we find a way to inflect the hospitalization and death numbers?

As messages go, I would consider shame and blame casting at the vaccine hesitant to be counter-productive. I wouldn't want to pile onto the notion that they are de facto mass murderers and destroyers of civilization. I would keep the numbers to what is true and demonstrable, and which, if true, should be sufficient to convince anybody that getting vaccinated is good for themselves and everybody else. I would attempt to establish a basic human understanding of vaccine hesitancy. Maybe I would request an intelligence briefing about the most influential anti-vax ideas out there, and respectfully refute them.
