If you dig a big deeper, you'd find that it's pandemic-driven. The state essentially decided to suspend high school graduation requirements for all students who are currently in high school and the requirements will remain suspended until all students who started high school during the pandemic age out of high school.

The op-ed linked by @Jolly quotes from an OregonLive article, but only quoted the race baiting rhetoric while completely ignored the pandemic related rationale.

Is it wrong to suspend certain high school graduation requirements due to the pandemic? Should it be suspended for that long? What else should be done to help students "make up" for lost progress due to the pandemic? When and how to reinstate pre-pandemic graduation requirements? These are reasonable questions that rational people can discuss and debate over.
