What got me in the article was this quote:
Republican members of the bipartisan Senate negotiating team, which included Kennedy’s fellow Louisianan Bill Cassidy, argued that the CBO projection, or “score,” failed to take into account certain revenue streams — including future economic growth.
In other words, pie in the sky will pay for it.

Here's the thing, Manchin already said he will vote for it as a broad outline in the budget. It will get passed. He may oppose some of the particular provisions in the fall when they hammer out the details, but the 3.5 Trillion in additional spending will be approved. Republicans have already lost.
