The implication is that people are too lazy to get the shot, which isn't a very flattering picture.
If they actually object to it on health grounds, then entering a lottery shouldn't be an option.
"Yeah, I was really worried about the health implications of getting an untested vaccine, but then they said HERE, HAVE A FREE BEER!!!!"

I don't like mandated COVID vaccines. OTOH, I think lotteries, information campaigns, vaccine drives, etc., are great.
Anything they can think of to encourage people to get vaccinated is fine by me...

+1 on both points. Though I’m fine with certain employers mandating vaccines for certain positions.

Lots of people aren't getting the vaccine because they don't feel like it. And they don't feel like their personal decision on the matter is very consequential one way or the other. I hope that's not surprising to anybody?

Actually, I do find it amazing that there are people out there who just can't be bothered to get the vaccine.
Not surprising, sadly, but amazing.
