Looking at the photo more carefully it looks like an adaptation to raise the roof after som misjudgment

Notice the 2X4's along the side. They are turned sideways, and they're too close together. This tells me that side is not structural, but a facing design, obviously to a storage box. The firewood inside the box suggests it's a firewood storage box. No hinges seen, so I will assume the other side is hinged, and the guy who built to box is not a builder but a DIY guy, was looking for a "stop" for the lid, and the hangers were what he had available. But this makes me wonder less about how he used the hangers, and more about why he chose such heavy boards to build the lid...
If my idea is correct, the way he used the hangers is the least of his problems....

I like Larry’s theory, but I’d modify it as follows: there are no hinges, the roof cannot be moved, but the side wall with the 2x4s is removable. The purpose of the hangers is to keep the wall from falling to the side. At the bottom of the wall, which we don’t see, there’s some kind of removable fixation, such that the whole wall can be removed.
