    https://www.reuters.com/world/china/apples-new-private-relay-feature-will-not-be-available-china-2021-06-07/

Apple said it also will not offer "private relay" in Belarus, Colombia, Egypt, Kazakhstan, Saudi Arabia, South Africa, Turkmenistan, Uganda and the Philippines.
    …
In 2018, Apple moved the digital keys used to lock Chinese users' iCloud data, allowing authorities to work through domestic courts to gain access to the information.

Not that it was surprising, I stumbled onto that article only because I was searching the web to learn how iCloud+’s “Private Relay” feature is expected to work, and for that I found this:
      https://developer.apple.com/videos/play/wwdc2021/10085/
In that video, skip to the 27:30 mark to get to the (somewhat) technical part of “Private Relay.”

My best find so far is this: https://blog.xot.nl/2021/06/08/apple-s-private-relay-a-first-step-towards-mixing-for-the-masses/index.html
