Whatever her motivation may or may not be, this sounds like quite a good idea to me to be honest, particularly considering the death statistics.
Don't they already test using child models in passenger seats? They certainly ought to.

You're right
The article says there are female crash test dummies, but presumably the test Standards or legislation don't require their use, which is a bad idea - in my experience if you don't put a requirement into a Standard then it's just an opportunity for people to argue with the results when they fail.

Haven't we all? But I don't think accounting for anatomic differences between men and women was this legislator's motivation.
I don't know what her motivation was. Do you?
She's at least implicitly acknowledging the reality of biological differences between men and women. If she were motivated by "wokeness", she'd argue for non-binary and transgender dummies
