She has threatened to seize the company’s profits and claimed the pipeline is now “trespassing” on state property in the Straits of Mackinac.
Or of an alternative that works.

In November, the Michigan governor, Gretchen Whitmer, announced a plan to revoke the easement granted to Enbridge, which permits Line 5 to cross under the Straits of Mackinac. Whitmer set 12 May as the deadline for the Canadian energy giant to shut down the pipeline.

“These oil pipelines in the Straits of Mackinac are a ticking timebomb, and their continued presence violates the public trust and poses a grave threat to Michigan’s environment and economy,” Whitmer’s office said in a statement.

The company says it has never experienced a leak in the underwater section of Line 5 and is currently working to tunnel beneath the lake bed to further improve the safety of the pipeline. But in the last two years, the pipeline has been struck by boat anchors and cables. And in 2010, a separate Enbridge pipeline spilled 3.2m litres of oil into Michigan’s Kalamazoo River.Personally, I disagree with Whitmer on this one, but I do think there needs to be leverage to keep the pipeline and its surrounding environment safe. Maybe the safety measures are already there or being acted upon (like the work beneath the lake bed referenced above), maybe there is currently no safer alternative, these are issues that need more in-depth reporting on to understand what’s going on and make the right tradeoffs.

I can't see you swinging a brass sledgehammer.
Most of a pipeline is welded up, by some very good, very well paid welders. But every so often, you'll have to make up a joint with flanges, with nuts and bolts. It may be for a valve or for a clean-out station to insert or retrieve a pig. You can make that up with a torque wrench, but to get the final tightening, you make it up with a wrench and a sledge. Once it is in use, because of explosion danger, you'll use a brass hammer to loose or do the final make-up on those joints.
All pipelines have a lifespan, even with regular maintenance. I'm sure this one does, too. But it does not appear to be at that point, so why the ticking time bomb schtick?
