There you go, another prominent Republican and self-proclaimed Conservative giving "local control" the finger.

Florida has had a lot of problems with local edicts that other places did not. For instance some Gulf coast beaches opened while the souther Atlantic coast did not, creating a flood of folks in places that could not handle the influx. To frame this as liberal conservative conflict is simply wrong.
