What is determining if the new system is a .XX upgrade or a new whole number upgrade?
I am sure it is something to do with how big it is but what else?

Sometimes it’s because the engineers feel like the changes are significant or fundamental in some way. Sometimes it’s because the marketing folks think it’s a good idea. Sometimes it’s the lawyers trying to break some agreements tied to specific version numbers. Overall these things can be quite arbitrary when we looked at from the outside.
