Yes, I assume Mr. Do-Nothing has no such legal obligation.

There are a lot of lonely people there. Just having someone around can be comfort.
In addition, I could see a female hiring him if they wanted to walk somewhere but not by themselves.

Yeah, I don't think "do nothing" is really what his service is. More like "do nothing physical."

He’s an Emotional Support Human. He should have one of those vests on and should be allowed to ride in the cabin of the plane with his human.
