That is interesting. LOL I did some "research" and it Seems like the US national government does that sometimes when they want the states to do something, but cannot force them
road funds and drink age
seatbelt use and road funds,etc
That way, the national government can say that "we are not forcing you to do this. It is your choice!!!" 555

The Dept of Education is a prime offender.It looks like you should oppose your state and local municipalities taking federal funds, maybe even support your state and municipality raising local taxes to wean themselves off federal money.
There are others who like their states and municipalities taking federal moneys in exchange for adhering to additional federal government rules. Let them be. That’s the Tenth Amendment.

The most important government in your life should be your municipal government. They should have the most impact on your day to day life. Quality of the schools, quality of the roads, business and residential development, etc... The things that affect you on a daily basis. They should also get the majority of your tax dollar. This also empowers you as a voter, giving your vote and your voice much more power.
The second most important government should be your County, then your State. Federal Government should be limited to issues between State and overseeing areas of common interest (defense, trade, immigration). We give waaaay too much power to the Federal Government, and the more power we give them, the more we weaken our states and communities. We weaken our own power to vote...
