That is probably an Air Force plane - tail number ends in AF. I owned a plane that started life with an AF tail number, but it got a new number when it became a civilian.
At first I thought the guy did a nice job raising the flaps just inches before landing, that probably saved some damage. But after watching again, I'm not sure. The crash might have forced the flaps up.
