"I have a client who’s a COVID nurse. She has no sense of smell or taste. Hospital won’t test her because she doesn’t have a fever. She thinks if they test her and she’s positive, she has to quarantine and potentially the whole staff on that floor. No liability if you never test "

I don't know about HIPAA, but that would seem to be inviting a lawsuit for interfering in the relationship between doctor and patient.

Well, that's probably the way things are done in China. Don't know what you don't know, and don't want to know.
Until. . .The obvious eventually happens, and then change to spin mode, which then leads to point the finger mode, which then leads towards a solution, which then leads to excuses for the process breakdown. And then have a meeting to discuss next steps. Inform the superordinate, breathe a sigh of relief.
All of the above happens because of the knee-jerk response of "no" to any question or suggestion.
Bureaucracy, like a well-oiled machine.
