These are relative rankings, not sure if there are vast disparities in testing capacity state to state. Could be, I guess, but much of the testing is done by private actors.

Look at testing, normalized by population (7 day ave tests/day per 100k).

Alaska is in its own league, granted a small population and everything. But WY is even smaller population wise and they're no where near that.
