However, I question under what legal authority the CDC can make such requirements. For that matter, under what legal authority can POTUS do that? Biden stated, iirc, that it might be unconstitutional.

OTOH, if you decide to play the "Set the speed limit at 55 mph or we'll cut funding" game, I can see it happening.
