Biden doesn't have any views. He says whatever he thinks the people in front of him at the time want him to say.
For instance, you say he's not in favor of stopping fracking. Sorry, but he has stated flat out that he intends to stop fracking. The problem is, now he denies he ever said it. So he will do what he's told by the democrats. You say he's not in favor of refunding police. Sorry, but he's on record as saying he IS in favor of refunding police. You say he won't raise taxes on the middle class. Sorry, but not only has he stated on the record that everyone's taxes will go up, studies have shown that the things he has stated he intends to do will raise everyone's taxes by a lot.
Biden is no moderate. He's a senile old man who spent the 8 years he was VP using his position to corruptly line his and his family's pockets, and who now, what little brain function he still has, is trading what little integrity he might have had left to get the title of President. In exchange, he will allow the corrupt party to tell him what he believes, and they get to put a stop to the investigations into their attempted coup.
