Can't see a downside, except for te states who then have to key them in. Not sure it will help. I think you'd be better off to get up at 2 AM and give it a shot online.
The Today Show piece this morning said that many paper applications were taking less time than electronic attempts, because of the online log jam.
The time it would take paper applications to process would skyrocket if they didn't have the electronic option. I really don't see how this hurts.
