I don't know if the author arrived at the correct conclusion or not. My take...
- Good intentions don't always work. I worked with indigent people for years, and we had a saying...There are two kinds of people that came in our doors, poor people and trash. Poor people you can help. You can't do much with trash.
Seems like the hotel has its share of both.

The Do-gooders became just as hard-shelled as any cop or social worker. In that environment, that's a normal coping mechanism. It doesn't make them a bad person. It does make them a realist.

Bad people will always take advantage of good people. Sheep are always hunted by wolves. There is a reason sheep need sheepdogs. Sheepdogs should be trained well and not kept on a short leash or they cannot guard the flock.

Whataboutism has its limits.

"Both sides are the same" can easily be framed as a viewpoint just as religious and thoughtless as any deep seeded tribalism is.
Humans do differ and the great thing about political sides is that they are self-selected. One would be surprised if they did not correlate with genuine human differences between the groups.
