They don't actually want the money. They are just using the pricing mechanism to limit demand, thereby limiting COVID risk.

Loudoun County decided that it was way too dangerous to give kids the option to attend school 2 days a week, so they switched to an online schedule. Of course, this led to parents having problems with work. The county’s solution? Send them to school for $1000 a month.
