        1). Of course it should be included.

        2). Someone at the state GOP needs to be fired for waiting until the last second, or beyond. You had one job...

          Regard #2 - reminds me of my days in school. Teacher says - "Due at XX o'clock", and of course, the most of the papers, etc. were turned in one second before the deadline!! LOL

            Well, deadlines are deadlines. I have missed important submission deadlines by seconds in the past. But I detest people and venues where deadlines aren't strict. Deadline extensions are very unfair to those who submitted their stuff in time.

              That is true. Why punish those who follow the rules.

              I once had some meetings (fairly large group) with a junior vice minster. He said that the meeting would start at 10 o'clock. At ten o'clock and one second, he would lock the door to the meeting room. Those who were not on time had to wait in the hall until afterwards. For sure, those people were late only that one time!!!!

                They are arguing they got it in on time and the system had been down for several hours. Let’s start with those two discoverable facts and see where they land.
