From what I understand, a big part of the explanation of the numbers of Spain and Portugal is not that there are so many divorces but so few new marriages. The divorce rate is measured as the quotient of divorces and marriages in a year, I believe, so the "percent of marriages ending in a divorce" header is misleading.
